As of 2026-05-31, residential Level 2 (240 V) EV charger installations in the City of Oakland require an electrical permit from the Bureau of Building within PBD. Level 2 EV charger installations in a residential private garage that add a single dedicated circuit to an existing adequately-sized panel typically qualify for an over-the-counter / online no-plan electrical permit. The electrical permit can only be issued to a licensed California State Contractor authorized to perform electrical installations (typically C-10) or to the property owner. Installations outside a residential private garage, those requiring a panel upgrade, those requiring a load-calculation review beyond the standard residential branch-circuit pathway, or installations on multi-family common-area property route through a plan-required Electrical Permit.
